12:40:23 <jralls> chris, const is to keep you from freeing it. ;-) Google for "c++ const" to get lots of tutorials on it. Yes, gnc_plugin_page_register_get_tab_name usually returns a char* that needs to be freed, but in the unlikely event gnc_plugin_page_register_finish_pending passes a GncPluginPage* of the wrong type it won't and the free will crash so your commit should change line 2045 to g_strdup (_("unknown")).
